chore(config): limpeza de tsconfig.json e .vscode/settings.json

Reformata arrays no tsconfig para multi-line. Remove configurações
obsoletas do .vscode (explorerExclude.backup, eslint.enable,
typescript.preferences.organizeImportsCollation).
