chore: remover seções vazias de mudanças de código

Este commit remove seções vazias de mudanças de código do arquivo de
mudanças. Isso ajuda a manter o histórico de mudanças mais limpo e
organizado, facilitando a leitura e a compreensão das alterações
realizadas no projeto.
